According to the Changchun Evening News, the Changchun Municipal Security Committee recently convened a meeting on safety production, reviewing the city's efforts in 2012 and outlining plans for the upcoming year. Vice Mayor Gui Guangli attended the event and emphasized the importance of maintaining high standards in safety measures. During the conference, representatives from each district submitted their 2013 Safety Production Target Management Responsibility Letters to the government, signaling a commitment to improved safety protocols.
Zhang Yihai, head of the Changchun Municipal Safety Production Supervision Administration, provided an overview of the city’s safety performance in 2012. He noted that there were 2,746 reported safety incidents throughout the year, marking a 25.5% decline compared to the previous year. Additionally, the number of fatalities dropped by 2.2%, continuing a seven-year trend of "double decline" in both accident numbers and deaths. Notably, there were no major safety accidents recorded in 2012.
In response to these results, Vice Mayor Gui praised the progress made but also warned that challenges remain. He urged all local authorities, departments, and enterprises to stay vigilant and fully commit to ensuring a safe environment in 2013. He stressed the need for sustained efforts to maintain stability in the city's safety record.
Gui also highlighted that while progress has been made, the city's infrastructure still lags behind, and certain areas and industries continue to experience frequent incidents. He called for a stronger commitment to the principle of “Happy Changchun, Safety First.†Efforts must be made to address issues such as unfulfilled safety responsibilities and insufficient investment in safety measures.
To tackle these concerns, the municipal government will launch a three-month special campaign focusing on key sectors like construction, gas, and non-coal mining. Furthermore, it will support the modernization of small coal mines. All mines producing less than 90,000 tons annually will be required to halt operations, while those that remain open must meet higher safety and facility standards.
As the city moves forward, officials are determined to strengthen safety regulations and ensure long-term stability in public safety. With ongoing efforts and increased awareness, Changchun aims to build a safer and more secure environment for its residents.
