According to the Changchun Evening News, the Changchun Municipal Security Committee recently convened a meeting on safety production, reviewing the city’s efforts in 2012 and outlining plans for 2013. Vice Mayor Gui Guangli attended the event and emphasized the importance of maintaining high vigilance in ensuring public safety. During the meeting, representatives from each district signed the 2013 Safety Production Target Management Responsibility Letter, showing their commitment to improving workplace and community safety.
Zhang Yihai, director of the Changchun Municipal Safety Production Supervision Administration, reported that in 2012, the city recorded 2,746 safety-related incidents, marking a 25.5% decrease compared to the previous year. The number of fatalities also dropped by 2.2%, continuing a seven-year trend of "double decline" in both accident numbers and deaths. Notably, there were no major safety accidents reported throughout the year. Gui Guangli praised the progress made in 2012 but stressed that the city must remain alert and proactive in 2013 to maintain this positive trend.
Despite the improvements, Gui pointed out that some areas and industries still face frequent safety issues, with the overall situation remaining challenging. He called for a stronger commitment to the principle of “Happy Changchun, Safety First,†urging all departments and enterprises to address existing shortcomings, such as unfulfilled safety responsibilities and insufficient investment. To tackle these challenges, the municipal government will launch a three-month special campaign targeting key sectors like construction, gas, and non-coal mining. Additionally, it will support the modernization of small coal mines, requiring those producing less than 90,000 tons annually to shut down or upgrade to meet higher safety standards. This initiative aims to ensure long-term stability and reduce risks in the city’s industrial landscape.
