Brief Analysis of the Prerequisites for Nuclear Power Realizing "Going Out"

Nuclear energy has become an essential choice for China's future development due to factors like enhancing energy security, optimizing the energy structure, and reducing pressure on natural resources and the environment. The implementation of the "going global" strategy for nuclear power not only reflects the country’s technological capabilities but also demonstrates its growing influence in the global energy market. As China continues to develop advanced third-generation nuclear technologies, such as ACP1000, ACPR1000, and CAP1400, it is positioning itself to enter international markets with strong, competitive nuclear brands. Currently, major players like China Nuclear Power Group, China National Nuclear Power Group, and National Nuclear Power Technology Company are advancing their nuclear technologies, aiming to export large-scale commercial nuclear power solutions. However, despite these efforts, challenges remain. One key issue is the lack of effective coordination among companies, leading to inefficiencies in overseas operations. This highlights the need for a more unified approach. Experts suggest that the government should take a leading role in elevating nuclear power exports to a national strategic level. Clear strategic goals, rational structuring, and resource integration are crucial. At the same time, a national-level consensus must be reached, with coordinated leadership to ensure the success of the export strategy. Domestic companies should work together, forming joint teams to bid for international projects through integrated packages that include engineering, equipment, technical support, and financing. To improve coordination between enterprises, industries, and the government, the plan proposes establishing a scientific development coordination group, along with regular meetings and information-sharing mechanisms. Strengthening basic research and key technology development will also be vital in supporting the long-term goals of nuclear independence and global expansion. Additionally, the plan outlines industrial policies aimed at fair access, streamlining project approvals, and better planning of nuclear power and grid operations. It encourages collaboration between state agencies, local governments, and nuclear companies to create a supportive public environment. Social stability assessments for new projects must be prioritized, while private sector participation in nuclear technology and equipment localization is encouraged. By unifying efforts and strengthening strategic coordination, China can better support its nuclear power industry in becoming a global leader.
