Smart grid construction is a systematic project and long-term work that involves all aspects of society. The first is to strengthen research on smart grid planning theory and methods. The second is to propose a unified standard and model. This is the key to ensuring the success of the smart grid. To build a smart grid, we must first adopt a unified data model, a unified transmission and exchange protocol, and a unified network, and establish an efficient and interoperable, centralized and coordinated power system information architecture. Therefore, China should organize the development of technical standards as soon as possible, and put forward the standard system structure of China's smart grid;

The third is to study energy storage technology. Develop and apply energy storage technologies to control the storage of surplus electrical energy and the release of electrical energy, transform large amounts of uncontrollable clean energy into stable, reliable, and controllable energy, and maximize clean energy consumption;

The fourth is to build an intelligent dispatch system. With the development of smart grids, it is necessary to conduct in-depth research on grid-connected operation control technologies and demand-side response models for new energy, distributed energy, microgrid, and energy storage, and combine advances in technology and information technology to establish advanced, safe, and Reliable intelligent dispatching system to improve the safe and stable operation level and operating efficiency of the power grid;

The fifth is to promote new energy and clean coal power generation technologies. Focusing on advanced advanced energy generation core control technology, the new energy power station will have the ability to support the power grid while providing high quality power to the power grid, and achieve friendly interaction with the power grid.

The sixth is to improve the construction of smart equipment technologies and smart substations. Starting from the overall scheme of the smart grid, smart substation construction will be carried out step by step. Formulate relevant standards and specifications, standardize the construction of smart substations and the development of related smart devices;

Seventh, speed up the construction of smart distribution network. As a key link to improve the overall performance and efficiency of the power grid, the grid structure and distribution network automation and information construction of the distribution network should be strengthened to support the flexible and reliable access of distributed power supplies, microgrids and energy storage devices, and improve the distribution network. Performance, improve power quality, and ensure reliability of power supply;

Eighth is the development of interactive and intelligent electricity use. Implement the dynamic management of electricity prices and guide users to use electricity rationally. Allow users to participate in interactions between supply and demand, achieve large-scale peak-shake and valley-filling, reduce system spare capacity, and ensure smooth power output and safe and reliable operation of the system. At the same time, it will guide and encourage users to develop and use distributed power and new energy sources, support users to access the Internet and solve the energy supply problem from the user side;

Nine is to promote the development of electric vehicles. On the one hand, through the construction of a smart grid, the network of charging and discharging facilities for electric vehicles is being improved, as well as the rational layout of charging and discharging stations for electric vehicles. On the other hand, promoting electric vehicles to become mobile and distributed energy storage units in the power grid can effectively reduce the peak-to-valley difference in power grids and reserve capacity for traditional peak load adjustment, and improve the efficiency of power grid utilization.
