PV dual-reverse is a foregone conclusion: China's PV industry needs to strengthen integration and expand domestic demand

**Abstract** In early June, the U.S. Department of Commerce preliminarily concluded that China’s crystalline silicon photovoltaic (PV) products exported to the United States benefited from excessive government subsidies, with subsidy rates ranging between 18.56% and 35.21%. According to U.S. procedures, the Department of Commerce and the International Trade Commission are expected to finalize their investigations in August and October, respectively. This latest move by the U.S. marks a continuation of trade tensions over Chinese PV products, which have been subject to anti-dumping and countervailing duty investigations since 2012. The Chinese Ministry of Commerce has expressed strong dissatisfaction with the repeated use of such measures, calling it an abuse of trade remedies and a clear act of protectionism. The U.S. practice of imposing high tariffs under the guise of trade enforcement is seen as an attempt to suppress China’s growing solar industry. China has repeatedly emphasized that these actions are not based on factual evidence or legal grounds but rather reflect a biased approach that undermines fair competition. Despite this, the U.S. continues to conduct investigations and issue preliminary rulings, further escalating the dispute. The Chinese side has warned that such practices will only deepen the conflict and hinder the development of the global PV market. Looking ahead, the outcome of the investigation seems almost predetermined. However, the Chinese PV industry must remain vigilant and prepare for potential challenges. In response to the unfavorable situation, the industry needs to focus on internal restructuring and external expansion. Firstly, the domestic PV sector must consolidate its strength. Over the years, China's PV industry has grown rapidly, but it still faces issues such as technological gaps, fragmented production, and overcapacity. These problems make it vulnerable in international markets. To build a stronger defense, companies should accelerate industrial restructuring, form strategic alliances, and eliminate inefficient, polluting, and outdated enterprises. Only by mastering core technologies and enhancing competitiveness can the industry gain a voice in the global market and respond effectively to trade disputes. Secondly, the industry must look beyond its current limitations. Historically, China's PV sector has relied heavily on imported materials at the upstream and export-oriented downstream. This structural imbalance remains a major challenge. To address this, future growth should focus on innovation in core technologies and the development of domestic solar power projects. Investments in improving silicon wafer production, increasing cell efficiency, and exploring next-generation technologies like quantum dot cells and thin-film solar panels can help reduce costs and boost competitiveness. On the demand side, expanding the domestic market through large-scale solar farms and distributed generation systems offers significant opportunities. Although grid integration for distributed energy remains a challenge, its cost-effectiveness and flexibility make it a promising avenue for future growth. By investing in both upstream innovation and domestic demand, China's PV industry can achieve long-term sustainability and resilience in the face of global trade uncertainties.

Single Acting Hydraulic Cylinder

A single acting hydraulic cylinder is a type of hydraulic cylinder that uses hydraulic pressure to move in one direction only. It is designed to extend or retract under pressure from one side only, using a piston and rod assembly. The cylinder is usually mounted in a fixed position and the force is applied to the piston rod to move the load. Single acting hydraulic cylinders are commonly used in applications where the load needs to be raised or lowered, such as in dump trucks, construction equipment, and agricultural machinery. They are also used in industrial applications where precise control is required, such as in metalworking and material handling equipment.
